Their ability to communicate in real time is critical to establishing command and control at the scene of an emergency, to maintaining event situational awareness, and to operating overall within a broad range of incidents.

2012 Grants

Below are some suggested grants that can help meet the NECP goals and improve multi-agency interoperability.

Assistance to Firefighters Grant Program
Total Funding Available in FY 2012: $35,000,000

Overview:The primary goal of the Assistance to Firefighters Grant (AFG) is to meet the firefighting and emergency response needs of fire departments and nonaffiliated emergency medical service organizations. Since 2001, AFG has helped firefighters and other first responders to obtain critically needed equipment, protective gear, emergency vehicles, training, and other resources needed to protect the public and emergency personnel from fire and related hazards.

Urban Area Security Initiative (UASI)
Total Funding Available in FY 2012: $490,376,000

Overview: The UASI program focuses on enhancing regional preparedness in major metropolitan areas. It directly supports the national priority on expanding regional collaboration in the national preparedness guidelines and is intended to assist participating jurisdictions in developing integrated regional systems for prevention, protection, response, and recovery.

State Homeland Security Grant Program (SHSP)
Total Funding Available in FY 2012: $294,000,000

Overview: This core assistance program provides funds to build capabilities at the state and local levels and to implement the goals and objectives included in state homeland security strategies and initiatives in the State Preparedness Report.

Operation Stonegarden (OSPG)
Total Funding Available in FY 2012: $46,600,000

Overview: The FY 2009 OPSG provides funding to designated localities to enhance cooperation and coordination between Federal, state, local, and tribal law enforcement agencies in a joint mission to secure the US borders along routes of ingress from international borders to include travel corridors in states bordering Mexico and Canada, as well as states and territories with international water borders.

Homeland Security Grant Program
Total Funding Available in FY 2012: $830.9M

Overview: The FY 2012 HSGP plays an important role in the implementation of Presidential Policy Directive – 8 (PPD-8) by supporting the development and sustainment of core capabilities to fulfill the National Preparedness Goal (NPG). The following are descriptions of each HSGP component programs. HSGP is comprised of three interconnected grant programs: State Homeland Security Program (SHSP), Urban Areas Security Initiative (UASI), and Operation Stonegarden (OPSG). Together, these grant programs fund a range of preparedness activities, including planning, organization, equipment purchase, training, exercises, and management and administration.

Public Safety Interoperable Communications Grant Program (PSIC)
Total Funding Amount: $968M

Overview: The PSIC grant program is designed to assist public safety agencies in the acquisition of, deployment of, or training for the use of interoperable communications systems that utilize – or enable interoperability with communications systems that can utilize – reallocated 700 MHz spectrum for radio communications.

Port Security Grant Program (PSGP)
Total Funding Available in FY 2012: $97,500,000

Overview: The FY 2009 PSGP provides grant funding to port areas for the protection of critical port infrastructure from terrorism. PSGP funds are primarily intended to assist ports in enhancing maritime domain awareness and enhancing risk management capabilities.

Buffer Zone Protection Program (BZPP)
Total Funding Amount: $48.6M

Overview: The BZPP provides funding to increase the preparedness capabilities of jurisdictions responsible for the safety and security of communities surrounding high-priority pre-designated tier 1 and tier 2 critical infrastructure and key resource assets, including chemical facilities, financial institutions, nuclear and electric power plants, dams, stadiums, and other high-risk/high-consequence facilities, through allowable planning and equipment acquisition.

Metropolitan Medical Response System (MMRS)
Total Funding Amount: $39.8M

Overview: The MMRS supports the integration of emergency management, health, and medical systems into a coordinated response to mass casualty incidents caused by any hazard. Successful MMRS grantees reduce the consequences of a mass casualty incident during the initial period of a response by having augmented existing local operational response systems before the incident occurs.

Emergency Management Performance Grant Program (EMPG)
Total Funding Available in FY 2012: $339,500,000

Overview: The purpose of the FY 2009 EMPG is to assist State and local governments in enhancing and sustaining all-hazards emergency management capabilities.

Transit Security Grant Program (TSGP)
Total Funding Available in FY 2012: $87,500,000

Overview: The Transit Security Grant Program (TSGP) is one of six grant programs that constitute the Department of Homeland Security (DHS) Fiscal Year (FY) 2009 transportation infrastructure security activities.This program is part of a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the nation’s critical infrastructure against risks associated with potential terrorist attacks. The TSGP is an important component of the Department’s effort to enhance the security of the Nation’s critical infrastructure. The program provides funds to owners and operators of transit systems (which include intra-city bus, commuter bus, and all forms of passenger rail) to protect critical surface transportation infrastructure and the traveling public from acts of terrorism, major disasters, and other emergencies. The FY 2009 TSGP is authorized by section 1406 of the Implementing Recommendations of the 9/11 Commission Act of 2007 (Public Law 110-53) (the 9/11 Act) and the Consolidated Security, Disaster Assistance, and Continuing Appropriations Act of 2009 (Public Law 110-329).
Deadlines: Completed applications must be submitted electronically through www.grants.gov no later than 11:59 p.m. EST, January 13, 2009.
